On May 17, the European Commission issued Commission Regulation (EU) 2024/1328 amending Annex XVII of the REACH Regulation as regards to octamethylcyclotetrasiloxane (D4), decamethylcyclopentasiloxane (D5) and dodecamethylcyclohexasiloxane (D6).
The restriction shall apply to substance on its own, constituent of other substances; or in mixtures in a concentration equal to or greater than 0,1 % by weight of the respective substance after 6 June 2026 for all mixtures.
It is already applicable to (D4) and (D5) for wash-off cosmetic products since 2020, while the restriction on (D5) and (D6) for all cosmetic products will be applicable starting June 6, 2027.
It is important to note that (D4) is already banned in all cosmetic products under Annex II of the Cosmetic Regulation since 1 January 2022.
This Regulation is effective beginning in June, 2026.
